Mulshi taluka’s online property registration system will soon be a model for Pune

Indian Express: Mulshi taluka’s online property registration system, started in July last year, will soon be a model for the rest of Pune and the state to follow. The system enables mutation entries or updating of record of rights for any land transaction. It also allows buyers and sellers get computerised copies of the notice for mutation entries from the sub registrar’s office in half-an-hour.

“It has been a successful model. It will be first used in the district and then replicated in the entire state. Principal Secretary (revenue) has said he wants this project as it ensures transparency,” District Collector Vikas Deshmukh said. Principal Secretary (revenue) Swadeen Kshatriya has expressed his interest in replicating the model for Pune and the state.

Mulshi’s Paud sub registrar’s office was the first to roll out the online property registration programme. It is now being replicated in other offices of the sub registrar in the area. “We saw nearly 1,140 online registrations in the last one year from our area. This has eased the process for the buyer and seller,” said Mulshi tehsildar Bhausaheb Jadhav. The system has been started in Junnar and Khed also.

The procedure was initiated by the divisional commissioner and developed by Centre for Development of Advanced Computing (C-DAC). “Under the usual procedure, citizens have to stand in three separate queues to get a single property transaction completed. They are required to visit the sub-registrar’s office for registration of documents, village officer to get the mutation entry done and then approach the land records department for land survey,” said Jadhav.

The online registration system will cut serpentine queues at the sub registrar’s office. After the buyer or seller submits the original document along with the registration and mutation input form, he has to wait for five minutes to obtain a token number. After the data entry is made, the fees is auto calculated and the namuna 9 notice is auto generated and sent to the officer. After that, notices are issued in less than half-an-hour.
