Mobile RTO is hit by IT snag

Pune Mirror: Pune Regional Transport Office (RTO) is planning to minimise the travails involved in getting driving licence and paying vehicle tax by introducing a mobile van that will make easier these processes. However, the van is yet to be operationalised, as it is yet to be connected to the main server where all the data taken in the van is supposed to be recorded.

Pune RTO has converted a Pune Mahanagar Parivahan Mahamandal Limited (PMPML) bus into a mobile RTO which will travel to various parts of the city as per schedule, so that people staying in these areas will not have to come to the RTO to take the test. In fact, they will be able to give the learning licence test in the mobile van itself.

Everyday, on an average 550 people come to the RTO to take the driving license test, out of which nearly 400 candidates take test to obtain  licence for driving two-wheeler vehicles. But this mobile van concept will provide all the facilities for a driving licence test at the doorsteps of the candidates.

Chandrakant Kharatmal, Regional Transport Officer of Pune division said, “Apart from giving driving licence test, people can pay vehicle tax and environment tax. They can renew their permits too in the van.” Though it looks like a people-friendly concept the mobile van remains immobile and is gathering dust in the RTO premises of Sangam Bridge office. This van is supposed to be connected with the main server of Pune RTO, but so far this van is not connected with the server, hence it is not in use.

When Kharatmal was asked about the issue, he said, “The van will be connected to the server with the help of National Informatics Centre (NIC), but NIC has not connected it. Now, we are planning to go ahead with our mobile van service. All the data will be stored at a centre and after the van comes back to office, our officers will upload that data to our main server on the same day, so that the server will be updated on the same day. This will ensure that  candidates don’t face any problems.”

Under the mobile RTO van concept, the candidates can give online learning test in the bus and after clearing the test they can get the learning licence on the spot. The driving tests for permanent licence could be given in the nearby open space.
